Plan for new Florida cruise port officially sunk

A plan to address major issues threatening the future of Florida’s Gulf Coast cruise industry has officially been shelved.

On March 19, Florida Governor Ron DeSantis signed a coastal resiliency bill aimed at blocking plans to develop a new cruise port at the mouth of Tampa Bay to accommodate large cruise ships that would not be able to pass through the area’s Sunshine Skyway.

The bridge’s draft restrictions prevent nearly all newer, larger cruise ships built within the past 20 years from entering the Port of Tampa Bay, which is why Royal Caribbean, Carnival and other cruise lines only homeport some of their oldest cruise ships in Tampa.

Megaships are the future of the cruise industry, and cruise options sailing from the Port of Tampa Bay will become more limited over the next decade as cruise lines’ smallest and oldest ships reach retirement age. So cruise port operator SSA Marine and Tampa-based Slip Knott LLC began exploring developing a port facility near the Sunshine Skyway designed for modern cruise ships.

The plan would have boosted cruise tourism in the region, but it had a major flaw.

New Tampa Bay cruise port plan threatens vital aquatic preserve

The proposed Nottcorn cruise port site is surrounded by the Terra Sea Aquatic Reserve, an important wetland area and wildlife habitat. Although the project proposal includes environmental protections for adjacent 710-acre Rattlesnake Island, it threatens an ecologically sensitive aquatic preserve.

Local lawmakers have proposed an amendment to the Coastal Disaster Preparedness Act to tighten restrictions on dredging in the Terra Sea Aquatic Reserve, following strong community opposition to the project’s environmental impact. The bill now signed effectively blocks the dredging needed to create a channel for cruise ships to enter and exit the port.

“Thank you to Governor DeSantis for his quick action to sign this legislation into law,” Senate Majority Leader Jim Boyd, who sponsored the amendment to protect aquatic sanctuaries, said in a press release. “My amendment is only a small part of a broader bill designed to strengthen coastal resilience, but it will have a significant impact on the region for decades to come. When a recent proposal threatened the future of the islands and coastline bordering the Terra Sea Aquatic Reserve, I committed to blocking it. With this bill now signed into law, the area, valuable coastline, pristine waters and wildlife habitat will be effectively protected from large-scale modifications that could destroy them.”

Cruise demand hits record high at Port of Tampa Bay

The proposed new cruise port may be in the wrong location, but the Tampa Bay region still needs a new cruise terminal to support cruise growth.

Despite limited capacity, the Port of Tampa Bay is on track to break its all-time record for cruise ship calls in March. Driven by strong demand for spring break cruises, the port will see 51 cruise ships berth this month.

“This record demonstrates Tampa Bay’s popularity as a cruise destination and the confidence cruise lines have in our port,” Port Tampa Bay executive vice president and chief commercial officer Raul Alfonso said in a release. “We look forward to providing an exceptional experience for our travelers while responsibly planning for future growth.”

The port is expected to host a total of 394 cruise ships and 1.8 million passengers by 2026, up from 1.66 million in 2025 and a record total.

The Port of Tampa Bay is planning future expansion as its cruise terminal operates near capacity, but adding more terminals to the current port won’t solve bridge issues that limit access to larger ships.

Port Tampa Bay currently has cruise homeports from five cruise lines: Royal Caribbean, Carnival Cruise Line, Norwegian Cruise Line, Celebrity Cruises and Margaritaville at Sea. Additionally, this month the port welcomed the first call of luxury cruise line Oceania Cruises.
