Navy fires First Naval Construction Regiment commodore for ‘loss of confidence’

The commander of the 1st Marine Construction Regiment was relieved of his duties on Friday, the Naval Expeditionary Combat Command announced.

The Navy said Capt. Douglas Whimpey was relieved of his duties as brigadier general of the regiment after more than two years “due to a loss of confidence in his ability to command.”

“Navy leaders are expected to uphold the highest standards of responsibility, reliability and leadership both personally and professionally, and when they fail to meet these standards, the Navy will hold them accountable,” the statement said.

Whimby was relieved of his duties by Captain Angel Santiago, head of Navy Construction Group One.

The Navy often uses “loss of confidence” as a blanket term to explain why commanders are relieved of their duties. The term can and has been used to cover everything from individual misconduct to overall poor performance. The Navy did not provide any other information about the Whimpey launch, saying only that it had “no impact on operations.”

Whimpe is a Navy reservist who has been in charge of the regiment since 2023. He served with the regiment when it deployed to Iraq in 2005, according to remarks he made when he took command. The regiment oversees the Seabees of the 18th, 22nd and 25th Naval Mobile Construction Battalions. The regiment and Naval Construction Group 1 are both based in Port Hueneme, California.

Captain Steven Sherman takes over as brigadier general of the regiment. Whimpy has been temporarily assigned to the personnel of Navy Construction Group One.
