Mahoning County in top 5 for denied concealed carry permits

(WKBN) – Even though Ohio is considered a “constitutional carry state” or no permit state, concealed carry permits are still issued and have their benefits.

Ohio Attorney General Dave Yost reported Friday that In 2025, Ohio issued 13,876 new licenses and 63,283 license renewalsThat number is up 4.9% from the past few years since the law changed in 2022 to allow eligible Ohioans to carry concealed handguns without a permit. Ohio is the 23rd state in the United States to do so.

Yost said one reason for the increase is that having a concealed carry permit requires reciprocity agreements with other states, including many that do not have constitutional carry permits. He also said the license demonstrates a commitment to training and that concealed carry instructions include the safety, handling and legal responsibilities of firearm ownership.

Ohio does not have reciprocity agreements with the following states:

Franklin County issued the most recent and renewed licenses, 4,859, and had the most revoked licenses, 71. Lucas County had the most permit applications rejected, with 76. Mahoning County had the third-highest number of license application denials, with 29.

The breakdown of local county licenses is as follows:

Columbiana County
121 new licenses were issued, 965 licenses were renewed, 15 licenses were suspended and 3 applications were rejected.

Mahaning County
278 new licenses were issued, 1,226 licenses were renewed, 42 licenses were suspended, 3 licenses were revoked, and 29 applications were rejected

Trumbull County
299 new licenses were issued, 841 licenses were renewed, 6 licenses were suspended, and 10 applications were rejected

Minnesota does not have a concealed handgun reciprocity agreement but will grant Ohioans the right to carry a concealed handgun starting in August 2024.

Concealed carry permits are issued and tracked by local county sheriff’s offices.
