Investigators say Luqmaan Khan, 25, was arrested around midnight after an off-duty confrontation with police in a pickup truck in Canby Park.

Khan refused to get out of the vehicle and resisted arrest, leading officers to search the pickup and find weapons, body armor and other tactical gear, police said.

Luqmaan Khan, 25, was stopped hours later in Canby Park and a search of his car found weapons, armor and a composition notebook detailing the alleged attack.

Among the items police found during the search was a composition notebook that included “notes on combat techniques, premeditated attack plans and diagrams from the University of Delaware Police Department.”

“In handwritten notebooks, Khan discussed other weapons and firearms, how they were used in the attack, and how to avoid detection by law enforcement after the attack,” the Justice Department said in a news release.

Investigators said the notebook found in Khan’s notebook mentioned the name of a member of the University of Delaware Police Department and included the entrance and exit to the department’s building.

Khan was taken to New Castle County Police Headquarters where he was charged with multiple felony weapons charges, including possession of a high-capacity magazine and carrying a concealed deadly weapon.

Interim Principal Laura Carlson said in a letter to the school community that there is no known or immediate threat to the school.

“This is scary for all of us,” Carlson said.

The university provides counseling services to students and faculty in need.

Khan was arraigned on $107,200 cash bail and turned over to the FBI for additional charges.

The FBI Baltimore Field Office’s Wilmington Field Agency is leading the investigation.
