Portland Fire Rescue said when firefighters arrived, cleaning crews alerted them that the fire initially started outside the building and had spread to the restaurant.
Firefighters opened part of the burned wall and began extinguishing the blaze.
No one was injured.
Fire officials said they determined the fire at the homeless encampment had spread to the building.
PF&R urges people to keep fires at least 15 feet away from buildings and store them in metal containers rather than out in the open.
