Driver of tour bus that crashed in Green Bay officially charged; accused of driving with revoked CDL

GREEN BAY, Wis. (WFRV) – A 37-year-old Illinois man has been charged with Green Bay Tour Bus Collision Dozens of people were injured Sunday afternoon.

According to a criminal complaint obtained by Local 5 News, Gehbry J. Figueroa of Prospect Heights, Illinois, is charged with two counts of knowingly operating a motor vehicle causing serious bodily injury while disqualified and one count of operating a commercial motor vehicle while disqualified.

On March 22, 2026, at approximately 2:45 p.m., officers with the Green Bay Police Department were dispatched to the 2200 block of Angie Avenue for a report of a bus accident that resulted in an injury. Authorities said there were about 54 people on the tour bus.

Investigators say the bus ran off an exit ramp, jumped a curb and hit buildings in the area.

According to the complaint, Figueroa told authorities he tried to drive onto Webster Avenue from the exit ramp but claimed the bus brakes were not working and the emergency brakes were disabled.

Thirty-six people were transported to local hospitals.

Figueroa’s regular driver’s license and commercial driver’s license were both suspended, the complaint states. Court records show he was convicted in Cook County, Illinois, in December 2024 of driving on a revoked or suspended license related to a previous drunken driving offense.

Authorities said there is reason to believe Figueroa knew his driving privileges were revoked based on his previous convictions and statements.

Figueroa made his first appearance in Brown County Court on Tuesday. Both felonies carry potential penalties of up to 3.5 years in prison and fines of up to $10,000. A misdemeanor charge of operating a commercial motor vehicle while disqualified may result in a prison sentence of up to one year and a fine of up to $2,500.

The incident remains under investigation. Local 5 News will continue to monitor the progress of the case.
