HARTFORD, Conn. (WTNH) – A Connecticut State Police (CSP) trooper has been placed on administrative leave after being accused of having sex with a security guard at a state office building.
State police were notified on Jan. 16 of alleged misconduct at the state office building at 165 Congress Avenue in Hartford, according to a letter sent to state officials by Department of Emergency Services and Public Protection Commissioner Ronnell A. Higgins.
Higgins said the charges stem from an alleged consensual relationship between three CSP troopers and a private security guard, which involved sexual conduct that may have occurred between the trooper and the guard at a state office building.

Higgins said in a letter to Secretary of State Stephanie Thomas, Treasurer Eric Russell, Auditor General Sean Scanlon and Attorney General William Down.
The three officers were immediately removed from the state office building and an internal affairs investigation was launched into the officer who allegedly engaged in sexual conduct with the employee during work hours and/or at the workplace.
Higgins said the officers under the internal affairs investigation may have tried to return to the state office building to retrieve personal belongings, but they were denied entry. The officer was subsequently placed on administrative leave and their police powers were suspended.

“It is completely unacceptable to me that any member of my organization should be accused of conduct that compromises safety, compromises the dignity of the workplace or fails to uphold the highest standards.”
Standards of competence and professionalism,” Higgins said in the letter.
The investigation is ongoing and no additional information has been released at this time.
