A 23-year-old woman has been found dead two days after she disappeared while taking scuba diving lessons in Argentina.

Sofia de Vries went diving with her partner and other divers near the Punta Cuevas Historical Park in Chubut province on Monday, February 16, to improve her scuba diving certification, Argentina’s Radio Rafaela reported.

He also criticized the responding agencies, telling the outlet, “They did not act quickly and focused on bureaucratic procedures instead of immediately locating her and accepting help from other divers.”

On the day her body was found, prosecutor Alex Williams told reporters that DeVries suffered a medical emergency while ascending, and witnesses told officials that her partner tried to help her but was unable to save her, the outlet and Radio Rafaela reported.

Officials conducted an autopsy and determined she died by drowning and that no third party was involved, according to media reports.

While third-party involvement and signs of criminal wrongdoing have been ruled out, officials will continue to investigate De Vries’ death to determine whether anyone who was supposed to keep her safe was partially responsible, the newspaper reported.

Argentina’s Ministry of the Navy and the Public Finance Ministry of Chubut did not immediately respond to PEOPLE’s request for comment.
