The custodian framework was established in 2017 to increase transparency and predictability of XRP supply.

According to this schedule, Ripple issues 1 billion XRP per month, but typically re-locks 60% to 80% of the tokens, reserving only a small portion for operations or liquidity needs.

For example, in December 2025, approximately 70% of unlocked XRP was returned to escrow, leaving less than 300-400 million XRP potentially liquid.

FX balances add another layer to the supply story. Analysts noted that XRP holdings on exchanges fell from approximately 4 billion to less than 1.5 billion over the past year, indicating tighter liquidity supplies.

“In just 12 months, XRP held on exchanges has dropped from approximately 4 billion to less than 1.5 billion. This is where the real supply shock begins,” one analyst wrote.

Combined with managed issuance and ETF accumulation, this dynamic could help moderate market volatility even as headline data draws attention.

The January unlock also coincides with regulatory developments. The Clarification Act, approved by the Senate in January 2026, sets out rules for how banks and financial institutions can participate in digital assets, including XRP.

Regulatory clarity could impact Ripple’s decision on how much XRP to re-lock. This is because clear rules on how banks and institutions interact with digital assets may reduce the need for conservative re-custody.
