ICE Agents Get Stunning New Order From Top Brass About Engaging Protesters, Internal Email Shows

Minnesota Immigration and Customs Enforcement (ICE) officials have been ordered not to “communicate or engage” with “agitators” during future operations, according to new internal guidance from the agency’s top brass.

The new directive, issued on Wednesday and reviewed exclusively by Reuters, also limits ICE activities to immigrants with criminal charges or convictions, running counter to a broad sweep that has prompted fierce backlash, legal challenges and street protests.

The email, from a senior agency official, reads in part:

Do not communicate or come into contact with the instigator. It serves no purpose other than to inflame the situation. No one can convince the other. The only communication should be from the officer giving orders.

Under the new approach, ICE officers will be equipped with loudspeakers and instructed to clearly announce every step of an arrest to maintain order after previously tumultuous scenes, Reuters reported.

The guidance provides the clearest picture yet of how the Trump administration is recalibrating its immigration crackdown after facing intense political pressure in Minnesota over the shooting deaths of two U.S. citizens by federal officers.

The new order comes just days after President Donald Trump Transfer control of Minnesota operations to border czar Tom Homan.
