EL PASO, Texas (KTSM) – A 19-year-old man has been arrested and charged with murder following a fatal shooting in Fabens, according to the El Paso County Sheriff’s Office.
According to the Sheriff’s Office, on Thursday, January 29, deputies were dispatched to Fabens for a welfare check on a report of a man “covered in blood and possibly armed with a handgun” seeking help, according to the Sheriff’s Office.
Upon arrival, officers learned that a gunshot victim had been transported to Del Sol Medical Center where he was later pronounced dead.
The victim was identified as 17-year-old Andrey Martinez.
Del Sol Medical Center confirmed in a statement to KTSM that the hospital was placed on a “precautionary lockdown” Thursday night after a patient arrived, and law enforcement officers were present at the center.
KTSM crews on scene captured multiple law enforcement officers in the hospital emergency room area.
However, the hospital is still operating and patient care has not been interrupted during the precautionary measures, the statement said.
The El Paso County Sheriff’s Office Major Crimes Unit took over the investigation and determined the incident occurred in Fabens.
According to the Sheriff’s Office, deputies located and detained a 19-year-old man. Detectives later arrested Kelvin Lee-Armenta and charged him with murder.

Lee-Armenta is being held at the El Paso County Detention Facility without bail.
