The winger scored in the 27th minute to give Rennes their third consecutive victory. The Breton club are level on points with fourth-placed Marseille, who host Lyon on Sunday.
Toulouse has lost five games in a row and is ranked tenth.
Nordin jumped higher than defender Charlie Cresswell and headed in to break the deadlock. Nordin previously played for Saint-Etienne and Montpellier. He has played in more than 200 French league games.
Rennes hired head coach Frank Hayes this month following the exit of Habib Beye, who will be tasked with guiding the team to fourth place and into Champions League qualification.
