Plymouth Police Officer Samantha Pelrine Accused of Years-Long Sexual Abuse, Placed on Leave

Plymouth Police Officer Samantha Pelrine has been placed on administrative leave after being accused of sexual abuse, court documents show.

Samantha Pelrine, a 31-year-old Plymouth police officer, has been placed on paid administrative leave while authorities investigate the case against her. A protection order was filed against Samantha Pelrine and her husband Daniel Forand, 37, in Plymouth District Court on March 17. Court documents accuse the couple of sexually and physically abusing the victim for years.

The victim told authorities that Samantha Pelrine and Daniel Forand, who befriended the victim’s aunt through church, began abusing the victim after taking her to live in their Plymouth home, according to an affidavit filed in court. The victim lived with her aunt and grandmother until she was 12 years old, when she was cared for by Samantha Pelrine and Daniel Forand. A year later, the couple became the victim’s legal guardians.

Court documents reveal the couple sexually abused the victim after they were awarded custody in 2025. The victims also revealed that Daniel Forand physically abused them until 2026, but that Samantha Pelrine did not physically abuse the victims.

“They were looking for me and I feared for my safety,” the victim wrote in the affidavit.

The victim left the residence in February.

The restraining order prohibits Perlin and Folland from having any contact with the victim. They were also ordered to stay at least 100 yards away from the victim at all times. The pair are due to appear at Plymouth Magistrates’ Court on March 27 for a hearing.

No officials commented on the ongoing investigation. Plymouth Police and Massachusetts State Police referred all questions to the Plymouth County District Attorney’s Office. A spokesman for the District Attorney’s Office said it would be inappropriate to comment on the matter at this time. Plymouth police said Perlin’s leave was in compliance with all department policies and procedures. A spokesman for the Police Department said, “Conduct that violates department policy or state law will not be tolerated.” Information from attorneys representing Perlin and Forland was unavailable late Tuesday.

Pelrine, a native of Plymouth, was hired by the Police Department in April 2022. She discussed her job in the police department’s 2023 Facebook post. She said she felt police work was for her. She hopes she can make a positive impact on people’s lives.
