Frank also believed Liverpool’s second goal should have been ruled out as Hugo Ekitic’s push on Christian Romero came into play.
Tottenham captain Romero then received a second yellow card and was sent off in stoppage time.
The Premier League Critical Match Incident Panel unanimously ruled that both Simons’ red card and Ekitic’s goal were correct.
Regarding the Ekitic incident, it said there was “insufficient contact to warrant a foul, especially given the high threshold for penalizing contact”.
Romero received his second yellow card, 4-1.
Centre-back Mickey van de Veen’s attempt to block Alexander Isak’s shot caused the Liverpool forward to break his leg, but the panel did not consider it a red card or a game-critical incident.
