Not One, But Two Teachers at the Same Arizona High School Reportedly Had an Inappropriate Relationship With the Same Student and Neither Has Been Arrested

A Centennial High School teacher is facing potential felony charges after police reportedly investigated complaints of an inappropriate relationship with the same student.

Centennial High social studies teacher and football coach Haley Beck, 27, and Angela Burlaka, 47, a 26-year veteran of the school, were placed on administrative leave at the end of 2025. Burlaka was fired in January. The Peoria Unified School District school board approved Baker’s firing in March. She has until April 8 to request a hearing on the termination.

“After reviewing the investigators’ findings, decision-makers found that Ms. Baker groomed a student, which resulted in her having a sexual relationship with the student, and therefore recommended that she be terminated,” said district spokesperson Danielle Airey.

Peoria police said the teacher exchanged sexually explicit messages with the student, spent more than $600 on the student over several weeks, helped the student with homework, allowed the student use of her car and purchased marijuana and alcohol on the student’s behalf. The student’s mother told investigators that the relationship between the student and the teacher began when the student was 17 years old.

According to police records, Baker called the situation “straight-up prostitution” and called the student her “sugar baby.” An investigation into the situation determined whether money and gifts were exchanged for sex.

Burlaca is accused of sending explicit videos of himself to the student when the student was a minor.

The Maricopa County Prosecutor’s Office decided to charge Baker with solicitation of prostitution and charged Braca with aggravated solicitation of a minor for sexual exploitation. Nonetheless, the investigation has returned to police to further investigate the situation. As of the investigation, neither teacher has been arrested.

Centennial High School Principal Scott Hollabaugh told police he had received multiple complaints from students and staff about Baker and the student’s situation.

Another school administrator said he had brought the matter to Holabaugh’s attention, but the principal said the incident involving Baker and the student was not the first.

Unconfirmed eyewitness reports indicate other students may have had similar encounters with the teacher, according to police records.

“Repeated information has emerged that there are other students who are potential victims in this case,” records state.
