Man sentenced for criminal sex act, deadly hit and run cases

ROCHESTER, N.Y. (WROC) — A man convicted in a child sexual abuse and fatal hit-and-run case has been sentenced.

Rodney Lowman, 44, was sentenced to 70 years in prison and 20 years of post-release supervision on two counts of first-degree criminal sexual conduct, two counts of second-degree criminal sexual conduct, three counts of second-degree criminal possession of a weapon and first-degree reckless endangerment.

Lowman was also sentenced to seven-and-a-half to 15 years in prison for second-degree manslaughter and leaving the scene of an accident resulting in death in the death of Richard Macy Jr.

“In two separate cases, Rodney Lowman revealed that he posed a serious and ongoing threat to children and the broader community,” said Monroe County District Attorney Brian Green. “This sentence ensures that he is held fully accountable for years of reckless and predatory behavior.”

Last October, 44-year-old Rodney Lowman was found guilty of second-degree manslaughter and leaving the scene of an accident resulting in death. This is related to the death of Richard Massey Jr, who was hit by a car on February 6, 2022.

On February 6, 2022, at approximately 2 a.m., Massey was involved in a two-car collision at North Winton Road and Blossom Road, leaving his car parked on the side of the road. He was hit by a car in the accident. The driver, named Lohmann, left the scene after hitting Messi. Messi died of his injuries.

On March 4, 2023, investigators said Lowman sexually abused a girl under the age of 15 and opened fire when he was confronted at a home on Sherwood Avenue. He was arrested and later charged with the incident and Messi’s death.

“To the family of Richard Massey Jr., I hope this outcome provides a measure of comfort as you continue to grieve,” Green said. “To the survivors who faced off against their abusers in court, your bravery made seventy-year sentences possible and helped protect others from future harm.”
