Illinois Secretary of State announces switch to electronic vehicle titles

SPRINGFIELD, Ill. (WCIA) — Illinois Secretary of State Alexi Giannoulias announced a major change designed to provide faster and safer vehicle ownership.

Illinois motorists, lenders and dealers will soon experience faster title processing, fewer delays and stronger fraud protections as the office moves to mandate participation in the statewide Electronic Lien and Title (ELT) program, according to Giannoulias’ office.

More specifically, all financial institutions in Illinois that process five or more liens per year must transition to ELT by July 1. By replacing paper titles with a secure digital system, ELT aims to reduce mailing and storage costs, shorten processing times and provide real-time visibility into lien and title records.

“Moving to mandatory electronic liens and titles is the next step in fully bringing vehicle service in Illinois into the digital age,” Giannoulias said. “This secure, paperless system reduces red tape for lenders and dealers, expedites lien releases, speeds up the transfer process and better protects consumers. What once took weeks or months can be done in hours.”

Additionally, through ELT, lien and title records are securely transmitted directly to the Secretary of State and maintained electronically by an approved service provider until the lien is satisfied. Banks, credit unions and dealers can release title immediately after the loan is paid off.

The system reduces operational risk and data entry errors, reduces administrative and mailing expenses, eliminates the need for physical title storage, and increases transparency by giving lenders immediate access to lien and title status information.

It also helps prevent “title washes” and fraudulent lien releases, protecting consumers and financial institutions.

“The Secretary of State, IADA and CHAMP Titles are working together to replace slow manual processes with modern digital solutions,” said Joe McMahon, executive director of the Illinois Automobile Dealers Association. “By eliminating paper processes, this system significantly reduces processing times, with many transactions completed within hours. It improves accuracy, keeps rejection rates below 0.1%, and includes enhanced protections to help prevent fraud.”

There are no registration fees or annual participation fees. Statutory lien fees remain unchanged and continue to be charged at the point of sale, while any non-statutory service fees are charged on a per-transaction basis by the lien holder’s chosen provider.
