All is well in the Charm City after the Ravens hired their fourth head coach in franchise history, with Jesse Minter returning to where it all began on a five-year deal. Minter brings a high level of defensive acumen that should ease Ravens fans’ frustration over losing Mike McDonald two years ago. The Ravens will now begin adding an offensive and defensive coordinator while working on a new contract for quarterback Lamar Jackson.
With the hirings now official, we’re looking at five Chargers free agents who could join Minter in Baltimore when the new season begins on March 9.

OLB O’Duffy Ovie
Sometimes, a reunion can work if the right mediator can promote honesty and consistency. After Ovie left Baltimore, his numbers exploded in Los Angeles under Minter. According to PFF, Owe led two different teams among backs with at least 100 pass rush snaps, posting a 71.1 grade in Baltimore before being traded to the Chargers, where he posted a 77.7 grade under Minter. Overall, Oweh’s 78.0 PFF pass-rushing grade ranked 18th among all qualifying edge pass rushers.

OLB Khalil Mack
Mack, who turns 35 next month, is a nine-time Pro Bowler and four-time All-Pro and is reportedly considering retirement. If he elects to play, Baltimore should certainly pursue Mack, who has double-digit sacks five times, including a career-high 17 in 2023. Mack returned in Week 7 after suffering an elbow injury and posted an 84.9 PFF overall grade, ranking seventh among qualified edge defenders.

LB Delshawn Phillips
One familiar name who could join Minter is special teams/linebacker Del’Shawn Phillips, who spent two seasons with the Ravens (2022-2023). Phillips is an All-Pro special teams player this season, so it’s unlikely Chargers general manager Joe Hortis will allow him to opt out without a fair offer.
WR Keenan Allen
It’s unlikely, but if DeAndre Hopkins leaves and the new offensive coordinator isn’t blown away by Devonte Walker or LaJohnta West, Allen could be the option at third or fourth receiver. The 33-year-old finished the 2025 season with 81 catches for 777 yards and four touchdowns. Allen is set to become an unrestricted free agent in 2026, so if the future Hall of Famer decides to return for a 14th season, his fate will be in his hands.

RB Najee Harris
Harris, who signed with the Chargers as a free agent in March, was placed on the non-football injured list before training camp after suffering an eye injury in a July 4th fireworks incident and subsequently missed the entire season with a torn Achilles tendon. Harris had never missed a game in his NFL career before the 2025 season, and his durability was one of the reasons he was attractive to the Chargers. He rushed for 1,000 yards in each of his first four seasons with the Pittsburgh Steelers, and his physical running style won’t deviate from Derrick Henry’s game plan.
OL Jamari Salier
OL Trevor Penning
The Chargers acquired Penning by sending a 2027 sixth-round pick to the New Orleans Saints at the trade deadline to help their injury-plagued offensive line. The Saints selected Penning out of Northern Iowa with the 19th overall pick in the 2022 NFL Draft. After the Saints selected Talise Fuaga in the first round in 2024, he was moved to right tackle and started all 17 games at that position. Penning is the older brother of Ravens practice squad offensive back Jared Penning.
